Berhampur

The Government of Odisha (GoO), through the Transport Commissioner-cum-Chairperson, STA, aims to promote road safety & driver training initiatives in the State of Odisha's Heavy Motor Vehicle sector through Public-Private Partnership (PPP). As part of this effort, it constructed a Heavy Motor Vehicle Training Institute at Chhatia, Berhampur, Keonjhar & Bonai in the District of Jajpur, with financial assistance from the Ministry of Road Transport & Highways, Government of India.

The Government decided to operate the institute through PPP to impart quality training to HMV drivers. A request for proposal was issued on March 9, 2010, followed by a letter of interest on July 18, 2011, selecting M/s Ashok Leyland Limited as the preferred bidder. A Memorandum of Agreement was signed between the Government and Ashok Leyland.

The “Society for Govt. of Odisha – Ashok Leyland HMV Driver Training Institute Berhampur” was established in 2011 and registered under Odisha Society’s Registration Act, XXI of 1860, under No. 23529/21 of 2012-2013.

The Institute was inaugurated by the Hon’ble Minister of Finance, Shri Prasulla Chandra Ghadai, on 23rd December 2011.

Objective

  • To develop a new cadre of skilled drivers for the transport industry.
  • To provide employability to local youth in private and government sectors where driving is essential.
  • To elevate the social status and quality of life for drivers.
  • To instill traffic discipline and road safety awareness among users.
  • To promote fuel-saving techniques and vehicle maintenance best practices.

The institute provides HMV driver training to unemployed youth in Odisha. Sponsored by the Government of Odisha via the State Transport Authority and the Odisha State Employment Mission, the program also offers refresher courses for government officials and institutional drivers. Over 16,727 students have graduated since inception, with many placed in public and private sector jobs.
